The International Council on Security and Development (ICOS), formerly known as The Senlis Council is an international think tank known for its work in Afghanistan and other conflict zones such as Iraq and Somalia. It is a project of the Network of European Foundations' Mercator Fund.Within the framework of security and development, the Council tries to come up with new proposals for policies that may be more effective or better serve the needs on the ground.
