Politics of Brazil takes place in a framework of a. federal presidential representative democratic republic, whereby the President of Brazil is both head of state and head of government, and of a multi-party system. Executive power is exercised by the government. Legislative power is vested in both the government and the two chambers of the National Congress. The Judiciary is independent of the executive and the legislature. Brazil is divided into 27 states, including the Federal District.

Having served as minister in previous PP cabinets, Rajoy was appointed as the party candidate for prime minister in the controversial Spanish general election on March 14, 2004. That election was won by the then opposition Spanish Socialist Workers' Party (PSOE) in the aftermath of the Madrid train bombings.

The Federal Senate (Senado Federal) contains 81 seatsstate and three from the Federal District, elected on a majority basis to serve eight-year terms. Elections are scheduled so that two-thirds of the upper house is up for election at one time and the remaining one-third four years later.
